What is HICAP?

The Ventura County Area Agency on Aging HICAP program provides free and unbiased counseling to, and advocacy for, Medicare recipients and those who will soon be receiving Medicare.  Trained volunteer counselors offer objective information and provide assistance with problems relating to Medicare, Medicare Advantage plans, supplemental (Medigap) insurance policies, long-term care insurance, and prescription drugs.

HICAP counselors can help you:

• Understand Medicare and prescription drug coverage
• Compare Medicare supplemental insurance (Medigap) plans and other insurance plans
• Prepare Medicare, supplemental insurance, and Medicare Advantage plan appeals and challenge claim denials
• Determine eligibility requirements and compare long-term care insurance plans
• Understand COBRA benefits
• Clarify your rights as a health care consumer
• Understand disability benefits through Medicare
